Right now health coverage in the United States is like a bad game of musical chairs.

If you lose your job or your spouse, you often lose your chair. Your insurance was never really yours. It belonged to your employer or to your marital status.

The SAFECARE Plan starts with a simple rule. Every legal resident is covered for essential care. Coverage follows the person, not the job and not the wedding ring. We call this the Universal Floor.

Plain Talk

Think of it as the concrete foundation under an entire building. You can decorate the upper floors however you like. You can buy nicer paint and fancy furniture. But nobody is allowed to dig holes in the foundation.

On the Universal Floor every legal resident gets the same basic protection. That includes Primary and specialist care, Hospital and emergency care, Pediatric care including basic dental and vision, Maternity and perinatal care, Mental health and addiction treatment, Chronic disease management, and Medically necessary imaging, labs and prescription drugs.

You do not have to fight through open enrollment season to stay on this floor. You do not have to worry that a divorce or a layoff will strip away your basic care. You do not age out of it at twenty six. It is tied to your legal status, not your boss.

Private insurance still exists, but only above the floor. It can offer hotel style hospital rooms, cosmetic procedures and other extras. What it cannot do is sell you a shiny card that quietly undercuts your foundation.

This is how we stop the worst games. Today healthy people are lured into narrow, cheap plans that look good until something serious happens. Sick people are quietly pushed toward public programs or left with huge bills.

The Universal Floor ends that trick. One standard for essential care. One risk pool for the whole country. No more trap doors under the chairs.
